ISCRA’s Board of Directors is the primary direction-setting body for the association. The Board consists of executive level decision makers from many industries. The board actively provides direction on key issues facing municipalities with the aim of improving technology and technology initiatives for all communities statewide.

Joe Gallo is former Mayor and Alderman of Rolling Meadows. In addition to his public service, Joe owns a business management consulting company and has helped many businesses to grow using the latest technology solutions. As a technologist, Joe applies ‘smart’ solutions to all facets of his public and private business affairs, and is actively involved in bringing smart technology to the Chicago area through ISCRA.

Randy has served the State of Illinois DCEO for four years primarily as Deputy Director of the Office of Entrepreneurship, Innovation and Technology. He has travelled around the State collaborating with communities in all areas of the technology sector and became aware of the issues communities face in identifying and implementing technology solutions for their citizens. Randy was also co lead in the Illinois Smarter State Intitative, head of the Illinois Broadband Council and co authored the first comprehensive Smart State Strategy in the nation in 2018.

David Perlmutter

David has served the State of Illinois as Director of Strategic Partnerships for the Governor Rauner’s Illinois Bicentennial Commission. For over two years David traveled throughout all areas of the State, meeting with municipalities and private sector organizations to promote Illinois achievements in technology, arts and business. David has an extensive career in marketing & advertising and using technology to develop solutions for his clients in that sector.

David Fenn

David Fenn spent 35 + years working with Wall Street firms engaging institutions in derivative activities including insurance liability management to commodity producer hedging. Fenn has taken this experience to consulting with efforts in the start up arena to raise capital, expand marketing, and scale enterprises to higher levels of use and profitability. He is an active advisor to many companies and organizations.
